Total value locked across all Ethereum Layer-2 networks reached $14.1 billion on Wednesday, the highest reading since DeFiLlama began tracking, surpassing the previous January 2025 peak of $13.6 billion. The growth has been driven by sustained DeFi activity, the proliferation of restaking protocols on EigenLayer, and the migration of stablecoin volumes to lower-fee L2 environments. Daily DEX volumes on Arbitrum and Base combined have averaged $2.4 billion this week.
Cardano Hard Fork Catalyst
Cardano (ADA) added 4.2% to $0.79 ahead of Thursday's Plomin hard fork, which will activate on-chain governance via a representative voting model. The fork will deploy decentralized treasury management capable of handling Cardano's $1.4 billion treasury, allowing ADA holders to vote directly on proposals. Founder Charles Hoskinson tweeted Wednesday that "this is Cardano's most significant on-chain governance step since Shelley."
